Existe una demanda de tr\u00e1fico suficiente para permitir que este proyecto sufrague sus costos de construcci\u00f3n y mantenimiento completamente con los peajes. Se debe formar un sindicato compuesto por intereses de construcci\u00f3n y bienes ra\u00edces locales para trazar la alineaci\u00f3n exacta de la autopista y luego identificar las parcelas adyacentes adecuadas para el desarrollo futuro recientemente habilitado por la infraestructura de transporte. Estos deben adquirirse incluso antes de que se autorice el dominio eminente para el derecho de paso real, para capturar la apreciaci\u00f3n en el valor de la tierra. Aprovechar estas ganancias para beneficio p\u00fablico, sumado a los ingresos por peajes, acelerar\u00e1 el pago de los bonos vendidos para el financiamiento inicial de la construcci\u00f3n.<\/p>

Los impactos ambientales y comunitarios deben evaluarse y mitigarse al principio del proceso de planificaci\u00f3n. Suponiendo que las autoridades locales acojan con satisfacci\u00f3n esta propuesta para aliviar la congesti\u00f3n en el centro de Santiago y para el desarrollo industrial alrededor del aeropuerto, su r\u00e1pida aprobaci\u00f3n deber\u00eda, a su vez, acelerar el financiamiento inicial para pagar los estudios, ajustes a la ruta si es necesario, mitigaci\u00f3n de impactos ecol\u00f3gicos. y reubicaci\u00f3n de residentes y negocios desplazados por la adquisici\u00f3n anticipada de propiedades.<\/p>

Las recientes interrupciones del tr\u00e1fico a lo largo de la Carretera Panamericana debido a disturbios civiles subrayan la necesidad de rutas de desv\u00edo alrededor de las ciudades principales en aras de la redundancia y la preparaci\u00f3n para desastres. Una mir\u00edada de factores, tanto humanos como naturales, siempre suponen un riesgo para el funcionamiento normal de cualquier infraestructura, por lo que requieren instalaciones de respaldo.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t
