Time is on the side of those promoting the bypass expressways around David and Santiago, not because it is unlimited, but rather due to the brevity of this window of opportunity not affording any latitude for the traditional lethargy public authorities exhibit towards bold infrastructure initiatives.
Right now about 100 families and a few dozen businesses in each of the cities will need to be relocated. Their inconvenience and hardship should be compensated in addition to actual expenses incurred for moving, lost business, and the differential paid for an equivalent domicile. This cost is manageable and such relocation does not entail uprooting entire communities.
However, waiting even one year before embarking on right-of-way acquisition may be too late, for the point of these images is to show how further encroachment on the most logical right-of-way will forever foreclose the feasibility of these projects. The relocation burden could easily explode to 1,000 families and hundreds of businesses, generating substantial political opposition. So even if formal adoption of a route and formation of a toll concession must necessarily go through a lengthy bureaucratic process, the fact that there is no practical alternative route means that it would be prudent for the responsible bodies to identify spare funds in their budgets now. Such monies should be allocated for advance purchase of parcels within this hypothetical right-of-way most likely to be developed if left in private ownership.
